CONSTITUTION OF INDIA

No. PAVIA. 2680/30042/ADF-3. – In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the posts of (1) Assistant Field Officer or Investigator, (2) Research Assistant, (3) Statistical Assistant or (4) Punch Operator, in the Maharashtra Animal Husbandry Service, Class III, in the Directorate of Animal Husbandry of the Government of Maharashtra.

1. These rules may be called the Assistant Field Officer or Investigator, Research Assistant, Statistical Assistant or Punch Operator in the Animal Husbandry Department (Recruitment) Rules, 1986.

2. In these rules, unless the context requires otherwise,--

(a) “Animal Husbandry Department” means the Animal Husbandry Department of the Government;

(b) “Degree” means a degree of a Statutory University;

(c) “Directorate” means the Directorate of Animal Husbandry of Government ;

(d) “Government” means the Government of Maharashtra;

(e) “Secondary School Certificate” means the certificate awarded on passing the Secondary School Certificate Examination conducted by a Divisional Board under the Maharashtra Secondary Education Boards Act, 1965 (Mah. XLI of 1965) and includes any other examination declared by Government to be equivalent thereto.

Assistant Field Officer or Investigator

3. (1) Appointment to the post of Assistant Field Officer or Investigator in the Directorate shall be made either;-

(a) by promotion of a suitable person on the basis of seniority subject to fitness from amongst the persons holding the post of Statistical Assistant, having not less than 3 years service in the cadre ; or

(b) by nomination from amongst persons who,--

(i) unless already in the service of Government are not more than 28 years of age ; and

(ii) possess a Master’s degree in Mathematics or Statistics or Biomerty.

2. Appointment by promotion and nomination shall be in the ratio of 25 : 75.

Research Assistant

4. (1) Appointment to the post of Research Assistant in the Directorate shall be made either, --

(a) by promotion of a suitable person on the basis of seniority subject to fitness from amongst the persons holding the post of Statistical Assistant in the Animal Husbandry Department having not less than 3 years service in that cadre ; or

(b) by nomination from amongst persons who, --

(i) unless already in the service of Government are not more than 28 years of age ; and possess ;

(ii) (A) A Master’s degree in Statistics, Mathematics, Economics or Commerce, or

(B) A Bachelor’s degree in at least Second Class in Statistics, Mathematics or Economics, or

(C) A Diploma in Statistics of an Institution recognised by Government and have experience of two years of application of statistical methods gained after acquiring the academic qualification.

(2) Appointment by promotion and nomination shall be in the ratio of 65 : 35.

(3) The candidate appointed by nomination shall be on probation for a period of one year.

 

Statistical Assistant

5. (1) Appointment to the post of Statistical Assistant in the Directorate shall be made either –

(a) by promotion of a suitable person on the basis of seniority subject to fitness from amongst the persons holding the posts of clerk-cum-typist, Punch Operator and Statistical Investigator in the Directorate ; or

(b) by nomination from amongst persons who, -

(i) unless already in the service of Government are not more than 28 years of age ; and

(ii) (a) possess a Master’s degree in Mathematics, Economics, Biomerty, Commerce or Statistics, or

(b) possess a Bachelor’s degree in second class with Mathematics, Economics, commerce, Biometry or Statistics ; or

(c) possess a Bachelor’s degree in Mathematics or Statistics or Biometry :

Provided that persons possessing Master’s degree shall be given preference over the candidates possessing Bachelor’s degree in second class and the persons holding bachelor’s degree in second class shall be given preference over the persons holding Bachelor’s degree.

(2) Appointment by promotion and by nomination shall be made in the ratio of 50 : 50.

Punch Operator

6. Appointment to the post of Punch Operator in the Directorate shall be made by nomination on the result of the technical test held by the selecting authority, for admission to which a person shall-

(i) unless already in the service of Government, are not less than 18 years of age and not more than 28 years of age ;

(ii) have passed the Secondary School Certificate Examination ; and

(iii) have obtained training in operating the ICL or IBM or similar automatic key punching machines with minimum speed of 8,000 to 10,000 key depression per hour on punching cards.

7. A person appointed to any post of the posts mentioned in rules 3, 4, 5 and 6 by nomination, shall be required to pass the Departmental Examination in accounts according to the rules made by Government in that behalf.

8. The persons appointed to any of the posts mentioned in rules 3, 4, 5 and 6 shall be liable for transfer anywhere in the State of Maharashtra.

9. The age limit prescribed for any of the posts mentioned in rules 3, 4, 5 and 6 may be relaxed by Government on the recommendations of the selecting authority in favour of candidates having exceptional qualifications or experience or both.

10. Notwithstanding anything contained in item (C), in sub-clause (ii) of clause (b) of sub-rule (1) of rule 4, if at any stage of selection, the selecting authority is satisfied that a sufficient number of candidates possessing the requisite experience are not available to fill up the vacancies reserved for candidates belonging to Scheduled Castes, Scheduled Castes converts to Buddhism, Scheduled Tribes, Denotified Tribes, and Nomadic Tribes, then, the selecting authority may, in the matter of such selection , relax the requirement in respect of the period of experience set out therein by one year, and select suitable candidates belonging to such castes or tribes.

11. A person appointed to any of the posts mentioned in rules 3, 4, 5 and 6 shall be required to pass the examinations in Hindi and Marathi according to the rules made by Government in that behalf, unless he has already passed or has been exempted from passing, these examinations.
