No. PAVIA. 2682/5364/ADF-3. – In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Maharashtra is hereby pleased to make the following rules regulating recruitment to the post of Artist-cum-Photographer in the Maharashtra Animal Husbandry Service, Class III in the Animal Husbandry Department of the Government of Maharashtra, namely :-

1. These rules may be called Artist-cum-Photographer in the Maharashtra, Animal Husbandry Service, Class III in the Animal Husbandry Department, Recruitment Rules, 1984.

2. In these rules, unless the context requires otherwise,-

(a) “Appointing Authority” means an authority which is competent to make appointment to a post in the Department ;

(b) “Department” means the Government of Maharashtra ;

(c) “Government” means the Government of Maharashtra ;

(d) “Recognised Institute” means an institution recognised by Government for the purpose of sub-clause (iii) of clause (b) of rule 3 ;

(e) “Secondary School Certificate Examination” means the Secondary School Certificate Examination conducted by a Divisional Board constituted under the Maharashtra Secondary and Higher Secondary Education Board Act, 1965 (Mah. XLI of 1965), and includes any other examination delared by Government to be equivalent thereto.

3. Appointment to the post of Artist-cum-Photographer in the Department shall be made either –

(a) by transfer on deputation of a suitable person from the cadre in the same scale of pay from other Government Department possessing qualifications and experience prescribed under clauses (ii), (iii), and (iv) of clause (b) of this rule ; or

(b) by promotion amongst the candidates who-

(i) unless already in service of Government not more than 28 years of age ;

(ii) have passed Secondary School Certificate Examination ;

(iii) hold a diploma in Commercial Art of a recognised institute ; and

(iv) possess experience of working as a Commercial Artist or as a Photographer for not less than three years in Government Department or in any office of repute, gained after acquiring the qualifications mentioned in sub-clause (ii) and (iii) above :

Provided that the age-limit may be relaxed by Government on the recommendation of appointing authority in favour of candidates having exceptional qualifications or experience or both.

A person appointed to the post by nomination shall be required to pass the examinations in Hindi and Marathi according to the rules made in that behalf, unless he has already passed, or has been exempted from passing, those examinations.
